Not a CPUC utility: TID is a publicly owned irrigation district with board-set rates, so NEM3 and Rule 21 don't apply here. Its old net metering schedules closed when it hit the state cap, and new customers land on Self-Generation rate schedules instead. documented
Those schedules carry a demand charge, billed on your maximum 15-minute interval each month, which most residential customers have never seen. Time-of-use energy charges apply too. documented
